Photographic documentation of the national highway system in Wisconsin: state highways (STH), U.S. highways (USH), and interstate highways (IH). The file not only captures the appearance of the road itself, but also the nearby landscape, vegetation, and the built environment. Because the filming was done with relative frequency, the series illustrates changes over time. Between 1974-1996 the file was created by a camera mounted on the driver's side of the vehicle. It recorded an image every 1/100th of a mile (52.8 ft). In 1996 the agency began creating digital images and a second image was also taken by a camera aimed toward the side of the road.

With the reorganization of state agencies in 1967, the former State Highway Commission (WIHV85-A1883) became the Division of Highways under the direction of a continuing Highway Commission within the newly created Department of Transportation (WIHV85-A1884).
